Dockerfile for compilation of Ruby with Jemalloc

Ruby with Jemalloc v2.6.6

This allows to compile ruby v 2.6.6 with jemalloc lib to try to reduce memory consuption or leaks of rails application. Based on Buster

Just built the image

and use FROM in main Dockerfile
